Being as environmentally friendly as possible is important to us.  Whilst we cannot make all of our packaging biodegradable, we have made the effort to greatly reduce it, making it recyclable where possible.

Packaging for our own cosmetic products is selected not just for how recyclable it is, but also how well it enhances the shelf-life of products, therefore reducing waste.

CPSR - Cosmetic Safety Reports

A Cosmetic Safety Report (CPSR) or Assessment as often referred to as, is a report by a professional cosmetic safety assessor deeming your product safe for use and sale.  To sell cosmetics legally in the UK, you must have a CPSR in place for each product that you sell.

No, a CPSR - Safety report is just that, a legal document that reports on the safety of the product.

Our pre-assessed options also come with a recipe/formula sheet, but you buy the ingredients to make the products yourself.

The likely answer to this is yes. If you want to know if you product needs a CPSR, then ask yourself two questions. Is it a cosmetic product? Does it touch the skin? If the answer is yes to these then yes, it needs a CPSR. Items like diffusers, candles, wax melts, shower steamers and room sprays do not need a CPSR, they require CLP labels.
Note that if you have a room spray that is also for linen/bedding/furniture then you may need a CPSR if there is likely be skin a large amount of skin contact.

This is a type of CPSR that is pre-written. I have created a formula (usually with variant options and flexibilty) that is already tested and safety assessed. You can then purchase a copy of this for your business at a lower cost that it would be to have this done yourself. These are great as they allow you flexibility and fragrance choice whilst providing a tried and tested formula that you can customise for your brand.

A flexi-CPSR is a type of CPSR that assesses a base recipe and then allows for a number of variant ingredient choices to be added at a set maximum percentage. This allows you to customise the product to you liking and make it your own.

Custom means the CPSR is an assessment of your own custom formula.

Our CPSRs are designed to be self-service. In most cases, there is no need to contact us before ordering unless you have a specific query or need clarification on an ingredient.

CPSRs are typically completed within 2–5 working days. If any queries arise during assessment, we will contact you via email to discuss.

No. Safety reports do not require samples to assess.

You only need to send us your formulation in % and any supplier details and stability data.

If your product requires challenge testing, we recommend ISCA cosmetic testing and we'd require their report.

We will initially ask just for supplier information. This way we can collect documents ourselves. This avoids unnecessary documents being sent and storage issues.

However, for your own records you will need to collect for each ingredient:

* SDS (for all ingredients)

* IFRA (for fragrances, essential oils, extracts, botanical waters etc)

* Allergen (for fragrances, essential oils, extracts, botanical waters etc)

* CoA (per batch of ingredient purchased)

Please also be mindful that we will need the INCI % specification for ingredient that are compositions. For example (vitamin e may be comprised Tocopherol and a carrier oil). It is import to know the exact % ratio of these in that ingredient in order to properly assess. Please ensure this is available for these types of ingredients, and if not, please request and forward to us.

Before you place an order, we're happy to carry out a quick, informal review of your documentation to check that it appears complete, relevant and suitable for assessment. This helps identify obvious issues, such as missing documents, out-of-date IFRA certificates or paperwork that clearly isn't appropriate for cosmetic use.

However, this is not the same as the detailed document review carried out as part of your Cosmetic Product Safety Report (CPSR).

The full assessment involves carefully examining the Safety Data Sheet (SDS), IFRA Certificate, allergen declaration, ingredient specifications and any supporting documentation, checking for restricted or prohibited substances, confirming regulatory compliance, reviewing fragrance usage limits, verifying allergens and identifying any issues that may affect the safety assessment. This work forms part of the CPSR itself and is only undertaken once your order has been placed.

For this reason, a document may appear suitable during the initial review but later require clarification or raise issues when it undergoes the detailed assessment. This does not mean the initial advice was incorrect—it simply reflects the difference between a brief pre-order check and the comprehensive review that forms part of the paid safety assessment.

If we identify any issues during the assessment, we'll explain what we've found and advise you on the best way to resolve them before your CPSR is completed.

Our Cosmetic Product Safety Reports (CPSRs) are prepared using toxicological and ingredient safety information sourced from official UK and EU regulatory data, together with recognised scientific and industry reference materials developed and maintained by highly qualified experts in toxicology, pharmacy, chemistry, and cosmetic safety.

The safety information is compiled and reviewed by Revega in collaboration with our safety assessor before being independently checked and signed off by our qualified partner assessor, Malgorzata Suchojad of Molecule Regulatory Services Ltd, who holds qualifications in both Pharmaceutical Sciences and Cosmetic Product Safety Assessment.

Every CPSR is produced in accordance with UK and EU cosmetic legislation.

Yes. We will never disclose your formulation to anyone other than those involved in the assessment process.

You retain the rights to your formulation at all times and any information shared with us remains confidential.

CPSRs aren't a pass/fail type of assessment. If we have to decline your safety report due to instability, safety or insufficient supporting documents we will contact you to advise and give you the opportunity to rectify and come back to us.

If you decide not to move forward, we reserve the right to withold a portion of the original payment equal to any work completed to that date. If no work has been carried out you will receive a full refund.

If we find issues with your formula, it's usually with essential oils and fragrance stacking. This is when oils are combined and allergens accumulate causing a high risk of sensitisation. If there is a issue with your product we will suggest ways to adjust it to make it safe before continuing the assessment.

A common misconception is that if an ingredient is within its IFRA limit, it will automatically pass a Cosmetic Product Safety Report (CPSR). Unfortunately, it is not that simple.

IFRA limits are only one part of the safety assessment process. A cosmetic safety assessor must also consider factors such as skin sensitisation, allergen levels, cumulative exposure, the type of product, frequency of use, the intended user group, toxicological data and the overall safety of the finished product.

For this reason, our safety assessor may set limits that are lower than the maximum IFRA allowance for certain ingredients or product types.

This is not because the ingredient is prohibited, but because higher levels may increase the risk of irritation, sensitisation or other safety concerns, or may require a more detailed toxicological review that falls outside the scope of our standard assessments.

In many cases, these limits are what is known as a professional risk-management limit. They are based on the assessor's experience, toxicological expertise and approach to ensuring products remain safe, compliant and practical for long-term sale.

Different assessors may sometimes take different approaches to the same ingredient. One assessor may be comfortable assessing a product at a higher level, while another may apply a more cautious limit. This is normal within cosmetic safety assessment and reflects professional judgement based on the available evidence.

If you choose to obtain a CPSR through Revega, our assessor's limits and requirements must be followed. These limits form part of the conditions under which the assessor is willing to sign and support the safety assessment.

If your formulation exceeds one of our stated limits, we may be unable to provide a CPSR for that product, even if the ingredient is technically within its IFRA limit.

Our aim is not simply to achieve compliance today, but to help ensure products remain safe, responsible and commercially viable for the long term for your peace of mind.

We can't offer refunds on CPSRs that have been started or delivered, since these are custom Business to Business legal documents. We would have already started work or you would have already received and viewed the formulation.

We feel this is more than enough information for you to make an informed decision. If you are unsure of anything, please email before purchase.

If your CPSR is from elsewhere, I am sorry we cannot help.

We charge a small amount more for admin work involving essential oils because they are usually blended. Meaning that where a product would use a single Fragrance oil and require allergens calculated for that fragrance, when using essential oils, usually multiple are blended resulting in allergen calculations being required for more than one scent in each variant. This is a lot more work and thus is charged at a little extra to cover this extra time.

When you purchased a Pre-assessed Fragrance CPSR you'll see an option to choose your number of fragrances, this also relates to the admin if you choose the full compliance package option.

This means if you choose 5 fragrance oils, we'll do label, PIF and Portal for 5 products.
This is NOT an indefinite service every time you release a new product based on that CPSR. If you need further admin done after the initially paid for services, you will need to place another order for separate admin services.

For essential oils you will see we have different variant packages to choose from.

We include colour options tailored to the product type and area of use, but generally speaking for rinse off products you can expect micas, synthetic mica, water soluble dyes and neons.

For leave on products we allow for suitable non-staining mica and colourants.

Some CPSRs will also have natural clays and powders that can colour and bio glitter for decoration.

No. You need to stick to the frame formulation. This includes some set ingredients and then you have lots of freedom within the variant options to chose other ingredients you want or not, but you must stick to the percentage formula we've give for the CPSR to be valid.

If you want to make changes then you'd need to submit a new custom CPSR.

Pre-assessed CPSRs are the price they are because we've already formulated and extensively tested the formula for you. They are available to save you time and money, whilst providing you a good formulation with many opportunities to customise.

CPSRs and homemade OIl Infusions and Distillations. These are really growing in popularity right now, with most of our custom CPSR requests involving them. So because of this, I wanted to write this quick post.If you are making your own infused oil or essential oil, you will need a couple of things before it can be assessed in your finished product.

1. A TVC test - TVC stands for Total viable count and it It measures the total number of living microorganisms present in the sample. We recommend ISCA cosmetic testing for this.

2. An SDS sheet (safety data sheet). You'll be aware that you need these for every ingredient that you use, and to store them in your PIF (product information file). If you create your own infusion, you've created your own ingredient and therefore it also requires an SDS sheet. This will details all the safety assessor needs to know about your infusion so that they can also consider any potential allergens related to the botanicals chosen.

Once you have these two documents, we can assess your finished product with your infusion.

Short answer no.

Longer answer - if they are variants yes. As in if it's exacty the same base and you just change a few additions or fragrance then yes, this would be a variant and you can have one CPSR.

If it's a different product or different area of application, then no, you'd need different CPSRs.

Sorry, we do not offer CPSRs for products for children under the age of 3. Their skin is very sensitive and we believe these type of products should only be formulated by professional cosmetic chemists. There are other safety assessors who may do this for you. Email us for recommendations.

We already offer a lot of flexibility with our pre-assessed CPSRs. It is capped at a point to ensure that when you follow the formula you'll get a good end result. Too many variants leads to too much inconsistency and may result in your not being able to create a product that works. All of our pre-assessed formulas are carefully put together to ensure ease of making, stability and good end result with the variation given - most of which you can mix and match. If you want to create your own flexible assessment then choose the custom flexi CPSR option.

Blending essential oils safely isn’t just about choosing scents you like. Each oil contains natural fragrance allergens (such as limonene, linalool, citral, and eugenol), and when several oils are combined, these can build up (“allergen stacking”) and increase the risk of irritation.

Some oils also need extra care. For example, citrus oils like Citrus limon or Citrus bergamia can be phototoxic, and many oils can oxidise over time, making them more sensitising.

This is especially important for perfume, which contains a much higher fragrance load than other products, significantly increasing the potential for sensitisation. Because all blends must meet IFRA safety limits, and safety depends on the exact oils and amounts used, a single “flexible” formula isn’t reliable or safe for all variations.

For our other essential oil products, we deliberately keep usage levels very low to reduce the risk of allergen stacking, and there is generally a lower overall risk. However, IFRA limits should always take precedence, particularly where supplier-specific concentrations may vary.

We can, but it will very much depend on the documents you have from them and the testing.
We may require you to have challenge testing data (regardless if it's anhydrous or aqueous) prior to writing your report.

If we've already delivered a CPSR to you and you then want to change responsible person, we can do that for you, but an admin fee will apply.

Our CPSRs are valid in the UK and EU.

Yes, provided they have been correctly assessed and are used exactly within the scope of the assessment.

A CPSR's validity is determined by the quality of the safety assessment, the supporting data, and the qualifications of the assessor, not by whether it was ordered online, how quickly it was produced, or whether it's a flexible assessment.

Any CPSR can become invalid if changes are made outside the assessed formulation. If you are unsure whether a change is covered, please contact us before proceeding.

If our pre-assessed CPSRs don't offer enough ingredients or flexibility, please send an email and clearly explain what you need. If we can help we'll offer a custom quote.

This is possible on the same CPSR for certain products if they are fragrance free.

If you have a fragranced product then addendums will need to be created at additional cost for the new areas of exposure to account for the new IFRA limits and Margin of safety.

These questions relate to Soak specific assessments (CPSRs).

I am a maker and cosmetic formulator myself, so Revega can help you with formulation questions, create new products for assessments and help support your business.

Yes.  Your original Soak Assessments are still valid so you DO NOT HAVE TO update to our new versions if you do not want to unless a base used has changed formulation since you originally purchased, in which case the update should be purchased to remain compliant.  This would be true regardless of who was providing Soak assessments.  

However, please be aware there may be regulation changes to IFRA and Allergen sheets for fragrance, so even if you do not update your CPSR, you should check with Soak for updates to their allergen documents.

All updated assessments available through us have been updated with all EU and UK allergens as per documentation from May 2026.

Where there are changes we know of still to come, these will be clearly advised on the listings so you can make an informed decision whether to purchase now or wait.

No. Your original Soak Assessment remains valid for the ingredients and fragrance documentation that it was issued against.

You only need the updated version if you would like access to any of the additional allowances now included, such as:

  • Neon colours (where not previously included)
  • Glow pigments (where not previously included)
  • Non-cosmetic decorative additions, including:ToysCrystalsPaper itemsJewellery
  • Updated fragrance allergen information based on the IFRA 51st Amendment

If you choose not to purchase the updated version, you will be responsible for reviewing any updated IFRA documentation supplied by your fragrance supplier and ensuring your allergen declarations remain compliant.

We can only issue addendums to assessments that have been written and issued by Revega. As the original Soak Assessments were not authored by us, the updated versions must be purchased as replacement assessments rather than addendums. We do however, provide a discount to make them very affordable.

This addendum allows two approved assessed products to be sold together as a set where the products may touch or come into contact with each other.

The products must also use the same fragrance option throughout.

The formulations. 

We are two separate businesses, but have collaborated because Soak specialise in ingredients and we specialise in safety assessments. 

Soak customers will find all Soak exclusive recipe assessments in the Soak section.  These are the formulas you know and love plus some new ones that we'll add for Soak over time.

However, because we know you love Soak fragrances and want more products, Soak customers can have an exclusive Soak discount on Revega pre-assessed CPSRs when using all Soak fragrances, which expands your range of available CPSRs considerably. For a number of reasons.  One of those reasons is that the original Soak assessments were already created and tested by them and their customers, so development wasn’t required.  The second reason is that they have set fragrances and colours and because we don’t need to re-assess these each time, these are quicker for us to produce and we can pass that saving to you.

Yes, so long as both CPSRs you want to combine have the same fragrance selection, as products paired must be either un-fragranced or the same fragrance as each other.

We aim to have them back to you within 24/48 hours excluding weekends, but at busy periods could take up to a week.

You will see a download link at checkout and in your email straight after purchase with the information sheet with the formula and method so that you can get going and buy your ingredients whilst waiting for the report. This will be the same sheet as you are used to, created by Soak, but with the updates included.

Safety Data Sheet (SDS) & CLP Creation

Yes, our partner qualified assessor completes these for us.

All SDS documents are prepared in compliance with the UK REACH Regulation, EU REACH Regulation (EC) No 1907/2006, and the GB CLP / EU CLP Regulation (EC) No 1272/2008 on classification, labelling and packaging of substances and mixtures. Documents are supplied in the standard 16-section SDS format and are suitable for manufacturers, distributors, and retailers placing cosmetic raw materials on the market.

Where applicable, SDS documents will include calculated classification, hazard statements, exposure guidance, and relevant compositional information. For fragrance materials, essential oils, and botanical ingredients, allergen content will be listed and percentage ranges provided in line with current cosmetic allergen disclosure requirements.

We provide professionally authored Safety Data Sheets (SDS) for cosmetic ingredients, fragrance oils, essential oils, botanical extracts, infusions, an finished products (where applicable) ensuring your products meet current UK and EU regulatory requirements.

You do not have to have an SDS sheet created for a finished cosmetic product, but it may be requested by some third party market places or wholesale customers.

If you require an SDS for an ingredient that we are already assessing as part of your CPSR, the SDS can be provided at a discounted rate.

Cosmetic Products FAQ

Every country has its specific regulations relating
to the sale of cosmetic products. We are working to comply with as many
countries as possible and will add them to this list as we begin shipping to
them.

Unfortunately due to the new regulations since
leaving the EU requiring all cosmetic companies to have a dedicated base of
operation/responsible person in an EU member state, we are currently unable to
ship to EU countries, sadly this includes Northern Ireland. We are working on
being able to shortly.

We currently ship within the UK only.

Some other businesses may have been operating
longer than us and therefore have been able to go through the legal processes
to comply with overseas regulations, this takes time and investment and is
something we are working on right now.

Also, sadly there may be some businesses who are
unaware of these regulations or are actively ignoring them. Not complying with
cosmetic regulations can land companies with hefty fines and prison sentences.
While other companies may be OK with this, we are not. They are there to
protect the customer, to ensure the products being sold are manufactured to
high standards, hygienic, fit for purpose, and do not contain any substances
that they shouldn't.  

We don't claim to be vegan, as everyone has different expectations. I would suggest reading the ingredients list clearly displayed on the product pages to see if the ingredients align with your expectations.

We don't use tallow or lard in our products to align with our own personal values.

Cold process soaps are soaps made from natural oils and butters, turned into soap by a process called saponification.

Saponification occurs when oils are mixed with Lye (sodium hydroxide and water), which causes a chemical reaction creating soap.

The sodium hydroxide is used in the process and is not present in the final bar, leaving you with the benefits of the oils and butters used.

It is different to commercially available soap which is usually what is know as a syndet bar, meaning synthetic detergent.

Once you try a cold process bar, you'll be a convert!

Cold process soaps are stable for a very long time, however I recommend they be used within 6 months. This is because scent can fade and colours can change over time.

To enjoy them at their best, use straight away.

Always sit in a soap dish that drains so that the soap can dry out. Cold process soaps can become 'mushy' if left sitting in water for long periods of time.

Some fragrance oils that we use contain Vanillin. This is the vanilla base note in a lot of lovey fragrances. Sadly this has a tendency to discolour over time. We counter this with our colours, but it will still happen a little.

The good news is, it's a cosmetic trait only and doesn't affect the performance of the bar, so you can still enjoy it regardless.

If you make a soap or receive one in an order from us and notice a white powder-like substance on the bar, then don't worry, this is a perfectly normal by-product of the soap making process. It's called Soda Ash.

Soda ash happens when a reaction between the unsaponified sodium hydroxide (lye) and the carbon dioxide in the air occurs, forming sodium carbonate, a white powdery substance.

It is totally harmless and a result of humidity in most cases.

If you make soap that ends up with a white coating then if it isn't soda ash it may be fatty bloom.

The soaps I make can be prone to it due to the high Oleic acid content. Oleic acid is the fatty acid in some oils and butters that adds the conditioning and moisturising qualities. Because our soap (and maybe any you make that get this) is extremely conditioning for the skin, it can get this fatty bloom where the surface gets a white bloom like coating.

Much like soda ash it is completely harmless and just an aesthetic problem. It will wash off, or you can plane the bar to remove. It does not affect the quality, freshness or effectiveness of the bar.

Cold process and hot process soap do present various aesthetic issues something times, but us soap makers tolerate it because the finished products perform so well.

There is no official definition of Natural, so we don't make claims as such.

Organic refers to how the ingredient was farmed -
without pesticides, chemical fertilizers, sulfates, parabens, or GMOs. 

We will always opt for Organic ingredients in our
products where they are available but don't claim that our products are 100% natural or organic.

Natural Organic ingredients are not always safer. Always research ingredients for yourself from reputable sources, and don't rely on social media influencers for information that is often created out of fear from a myth that has been perpetuated by marketing campaigns.

All ingredients used in my products have been carefully sourced from reputable suppliers.

We cannot give out supplier/manufacturer information, but all of our Mica is sourced ethically from
sustainable, reliable, and trustworthy sources.

All products have been tested in accordance with
strict UK/EU regulations and we comply with GMP (Good manufacturing practice
ISO 22716) so that your products would not have come in contact with any
specific allergens unless listed on the bottle/container.

Nut allergy sufferers should check the oils, as
whilst many are not derived from nuts, some may contain traces.  Please
check the ingredients before purchasing.

Products are manufactured in an environment that handles nut, wheat, gluten, milk based ingredients.

There are some essential oils that are not suitable
for use during pregnancy, we cannot advise on this, but we would suggest that
you consult your doctor/midwife and check the ingredients before
purchasing.  If you have any questions, or anything isn't clear, please email us.

Whilst it's good to be aware of and cautious of fragrance oil ingredients, please rest assured that our fragrance oil manufacturers take the safety of our customers and the ingredients that they use very seriously. They do not use any banned ingredients, and where ingredients are banned only in certain formulations, this will be clearly stated in the IFRA, and they will also only be present in extremely small amounts which are completely safe for use in the allowed products.
