Starting a cosmetics business can be overwhelming, especially in the UK, where the administrative requirements are extensive and time-consuming. As the responsible person for your products, you must complete various documents, ensure proper labelling, and UK Cosmetics Portal notification. However, if you’re new to this process, it can be daunting, and you may not feel confident in what needs to be done or how to do it.

This is where my compliance package comes in to help.

While you will remain the Responsible Person (RP) for your products, I can handle the tedious administrative tasks, allowing you to focus on what you do best—creating your products. 

With this package, all you need to do is complete a form with the necessary information, provide a couple of documents, and within one week, I will:

• Identify and calculate any allergens in your product (if applicable).
• Prepare your product label information, ready for incorporation into your brand’s design.** Including full ingredients list in order.
• Do a courtesy claims check of your product and brand.
• Draft your Product Information File (PIF) and include a Good Manufacturing Practice (GMP) statement and batch record sheet in PDF format.
  
• Complete ingredient percentage CSV files for Portal with NPIS notifications where necessary.
• Report your product/s on the UK Cosmetic Portal.***

How It Works

Select Product Type - Cosmetic refers to any cosmetic product other than Cold or Hot Process soap or any product without blends of essential oils.  CP/HP Soap and any products containing blends of multiple essential oils are charged slightly higher as there are more calculations to do in order to give the ingredient ranges for the portal.

Upon purchasing this package, you will receive a download link for a form and a Confidentiality Agreement (NDA) at checkout.

Next, simply fill out the form and confidentiality agreement and send them back to me along with:

• Your CPSR (Cosmetic Product Safety Report)
• Your logo in PNG format.
• Your stability testing data sheet.
• Proof of any claims being made for the product.
• Send a team member invite to your Portal account to the email address in the form provided.

I will then handle the preparation of your product label and PIF, and send them to you in PDF format.

Once you receive the label information, you can incorporate it into your design, either yourself or with the help of your designer. Save the final label as a JPG file and send it back to me, along with confirmation that you're satisfied with the work and approve it for upload to the portal. 

I will then complete the Cosmetic Portal notification for you and send confirmation by email when this is done.

This package covers one base product with up to 5 variants. If you require additional variants, please feel free to email for a tailored price.

Please note that I do not do compliance packages for white-label products or those purchased abroad.

As the Responsible person of your product, it is up to you to check the information that I provide you is correct before I  upload it to the portal.  I accept no liability for the finished documents that are based on the information given to me.  You and your brand remain the responsible person at all times.  It is therefore up to you to monitor changes in regulations and update the documents if necessary.  

** If you have a label design in Canva that you'd like me to put the information into, then please send me the Canva link and I can work directly on that.

*** Only the responsible person is permitted access to their .gov portal account.  However, your account will allow you to add team members.  You will need to 'add me as a team member so that I can sign in to complete the entry on your behalf. You remain the RP, I act as an admin assistant only. This allows me access to your account. You must complete, sign and return the NDA to demonstrate that you agree to this. This is for UK portal entries only.  I do not offer EU portal submissions at this time.

That's why I'm offering to help with my PIF creation service.  If you don't want to write it yourself, or start with one of the templates I offer, then this service is for you.

With my PIF creation service, you will get:

• A fully written PIF document for your chosen product delivered within 1 week in PDF format.

When you purchase download the available documents at checkout (this includes a confidentiality agreement) and send the following back to me:

• The completed Form.
• The signed and dated confidentiality agreement
• Your CPSR

Essential oils can be used individually or blended with each other within the max usage rates.

This CPSR - Cosmetic Product Safety Report is for an emulsified body scrub.

A thick luxurious feeling body scrub with a high humectant level and allows for your own customisation of oils, butter, fragrance, colour and exfoliants. It lathers and rinses away cleanly (this scrub does not foam), leaving no oily residue.

To make it you will be using the following ingredients

Glycerin, Caprylic/Capric Triglyceride, Glyceryl Stearate Peg 100 Stearate, Polysorbate 20, Your choice oil, butter or ester, Your choice of preservative (Phenoxyethanol Ethylhexylglycerin or Preservative Eco), One of your chosen fragrance oils, Your choice of exfoliants, Your choice of optional colour.

Flexible CPSRs provide a frame formulation.  This involves set percentages and some set ingredients to provide the stability and base of the formulation.  The flexibility comes from being able to swap some ingredients for other similar ingredients within certain parameters.  These will allow you to change the performance, texture, scent and colour of the product without compromising it's quality, stability and safety.

This CPSR - Cosmetic Product Safety Report is for Bath Bombs. This formulation gives a solid foundation for a good Bath Bomb that can be customised by mixing and matching the variant options.  Choose your oil or butter, powder binder/feel enhancers, your fragrances and colours to make various bath bombs in various shapes, scents and colours.

To make the Bath Bombs you will be using the following ingredients  

Bicarbonate of Soda, SLSa, Powder/binder of choice (including Kaolin, Cornstarch, Cream of Tartar etc), Citric Acid, Polysorbate 80, Oil or butter of choice (including mango butter, shea butter, jojoba oil, apricot kernal oil, almond oil etc), Fragrance oil of choice, colours of choice from a long list.

Optional Additions Included: We want you to have the most creativity possible with this flexible CPSR and that's why it also includes decoration options (such as dried fruit, botanicals, bio glitter and also cocoa butter drizzle) and non-cosmetic items to hide within your bath bombs (such as toys, jewellery, crystals and paper items) to give your customers that extra surprise.

This CPSR - Cosmetic Product Safety Report is for an anhydrous Body Butter. 

A thick luxurious feeling body butter that stays reasonably soft if made as per original recipe (given in PDF instructions), with optional additions including:

• Hyaluronic acid pearls (an anhydrous version of hyaluronic acid).
• Bisabolol
• Coenzyme Q 10 Plus E
• Remodelling Intense
• Algae Extract
  
• Cetearyl Alcohol
• Cetyl Alcohol
• Various Clays and Powders
• and allowing for your own full customisation of oils, butter, essential oils and colour.

Being anhydrous there will be a level of greasiness, but we can counter it slightly with the powder options and by choosing an ester within the oils.  This is a truly beautiful body butter that allows for so much customisation you can truly create a unique product.

The Optional Additions variant table will include information on their functions so that you can create a formula that performs as you wish, however please remember that claims require proof, so if you want to claim that your product does any of the things the function suggests, you will need official claims testing.

This CPSR - Cosmetic Product Safety Report is for a deodorant stick. 

This deodorant formula makes a lovely solid stick that glides on effortlessly and drys down nicely.

Remember that deodorant is different from antiperspirant.  This is NOT an antiperspirant.  It does however, contain an effective combination of odour, moisture absorbing and antibacterial ingredients.

The variant tables will include information on their functions so that you can create a formula that performs as you wish, however please remember that claims require proof, so if you want to claim that your product does any of the things the function suggests, you will need official claims testing.

This product can be marketed as a cosmetic only.

To make it you will be using the following ingredients 

Coconut OR Babassu oil (or combination of both), Candellila Wax, Magnesium Hydroxide, Cetyl Alcohol, Butter/s of choice (Mango, Shea, Kokum, Cocoa or Cupuacu), Zinc Ricinoleate, Colourant of choice (from a list of deodorant suitable colourants), Triethyl Citrate, Essential Oil/s of choice, Vitamin e and a Powder/s of choice (Charcoal powder, Kaolin, Pink Clay, Green Clay, Bentonite, Bicarbonate of Soda, Arrowroot Powder).

This CPSR - Cosmetic Product Safety Report is for a deodorant stick. 

This deodorant formula makes a lovely solid stick that glides on effortlessly and drys down nicely.

Remember that deodorant is different from antiperspirant.  This is NOT an antiperspirant.  It does however, contain an effective combination of odour, moisture absorbing and antibacterial ingredients.

This CPSR - Cosmetic Product Safety Report is for an anhydrous Body Butter. 

A thick luxurious feeling body butter that stays reasonably soft if made as per original recipe (given in PDF instructions), with optional additions including:

• Hyaluronic acid pearls (an anhydrous version of hyaluronic acid).
• Bisabolol
• Coenzyme Q 10 Plus E
• Remodelling Intense

We only assess products for adults and children over 3 years old.  

This CPSR allows you a base formulation (limit of 15 ingredients) and a choice of 10 optional flexible ingredients that can be mixed and matched and added to your base formula up to the maximum assessed amount. Plus 10 additional extras such as decoration or non-cosmetic add ons.

We assess the safety of the base formulation with any combination of your chosen ingredients to ensure its safety.  This means that as long as you follow your CPSR you can have the flexibility within your chosen ingredients to be creative.

It also allows for your choice of up to 15 fragrance oils, and you can choose to add on our list of 49 essential oils (47 for leave on products) including vanilla extra which will allow you to use individually or blended up to a maximum %. Or you can opt out of either.

Flexi Variants - Complete the field for your base formulation and then for Flexi variants, enter your chosen number of ingredients, their INCI names, and max percentage required. These will be named in your CPSR at max percentages along with a base formulation. You stay within these going forward for your CPSR to be valid. 

Colours - Included by default are a choice of colourants so that you can use a range of coloured mica, synthetic mica and neons to colour your product.  The list you get will vary depending on product type and area of exposure.  If you require glitters and natural colourants, add these as additional extras.

Fragrances Oils - Choose your quantity then enter the names, percentage and suppliers in the text box. 

Additional extras - This is things like decoration (glitter, botanicals), natural colourants (eg: beetroot powder, Turmeric etc) and non-cosmetic items like crystals, toys, jewellery and paper vouchers.  These will be required to have their own labelling.  List these in the additional extras box. If you have none, then leave this blank.
