What Makes a Cosmetic Safety Report (CPSR) Valid?

If you've spent any time researching CPSRs, you've probably come across conflicting advice.

Some sources suggest that only bespoke reports are valid. Others imply that flexible assessments, online ordering, or pre-assessed formulations are somehow non-compliant. It's no wonder many cosmetic business owners feel confused.

The good news is that CPSR validity is actually much simpler than many people realise.

The most important requirement of any Cosmetic Product Safety Report is that it accurately reflects the product placed on the market.

A report may become invalid if:

  • Ingredients are added, removed, or substituted where not specifically allowed
  • Ingredient percentages are changed
  • Suppliers are changed where this affects the quality or specification of the ingredient (most ingredients are ok to use from different suppliers.  Where you should keep the same supplier is for fragrance oils whose formulations are proprietary, and for ingredients that are comprised of other ingredient where % ratios may vary.
  • Product use changes beyond what was originally assessed
  • Regulatory requirements change after the report has been issued

The format of the report, how it was ordered, or how long it took to produce are not what determine validity.

You don’t necessarily need a custom CPSR either…

Many products require a fully bespoke assessment, particularly where formulations are unique or contain specialist ingredients.

However, it is also possible for a qualified assessor to design assessments that legitimately cover multiple variants or predefined formulation options, provided the safety assessment supports this and the product remains within the assessed framework.

The key question is not whether a report is custom or flexible.

It is whether the assessment has been done correctly and whether the final product falls within the assessed parameters.

Ordering online does not make a CPSR invalid.

Modern systems allow many aspects of the compliance process to be completed efficiently online.

A report's validity is determined by the quality of the safety assessment, the supporting safety data, and the competence of the assessor and NOT by whether the order was placed through a website, email, or telephone call.

With so many customers wanting so many different reports, many companies offering CPSRs now have self-serve options online to streamline their workflow to allow them to concentrate more on producing the reports than answering repeated questions.

However, assessor qualifications matter.

A CPSR should always be reviewed and signed by a suitably qualified cosmetic safety assessor.

What Should You Look For In A CPSR Provider?

Rather than focusing solely on price or marketing claims, consider the following:

  • Is the assessor clearly identified?
  • Are relevant qualifications provided?
  • Does the provider understand UK and EU cosmetic regulations?
  • Are suitable supplier documents requested where necessary?
  • Is support available if you have questions?
  • Are the limitations of the assessment clearly explained?

These factors will tell you far more about the quality of a report than whether it was ordered online or how quickly it was produced.

A valid CPSR is one that has been properly assessed, accurately reflects the product being sold, and has been signed by a suitably qualified assessor.

Whether the report is custom, flexible, purchased online, or part of a pre-assessed range is secondary to the quality of the assessment itself.
